What is a good processor speed for a new computer with a dual-core processor?

I am thinking about buying a new laptop PC. I want to know if the processor speeds I see on most new computers is comparable to my current computer. I have a Pentium 4 processor now that is 3.2 GHz. I see most of the newer computers seem to be at around 1.6GHz, but that is on the newer dual-core processors. Will the newer computer run as fast as my current one? I am deciding if I should have this one repaired or get a new one.

Why do my computer speakers buzz really loud after I watch a video?

When I finish watching a youtube video and I hit the back button or exit the page my speakers buzz really loud. It will stop after about a minute or two or until I load another video or play music. I can mute the speakers but I would like to fix it. Any help will be appreciated.
